Private investigator licensing in Estonia
No. Estonia has no specific private investigator licence.
Estonia has no private detective licensing law, so there is no detective licence or register. Bills on private detective activity were drafted in 1997 and in 2015-2019 but never adopted, and a public initiative calling for one was collecting signatures in 2026. The old ban on licensed security companies offering private detective services ended when the Security Activities Act (Turvategevuse seadus) replaced the Security Act on 1 July 2024.
