Private investigator licensing in Moldova
Yes. Private investigators need a licence in Moldova.
Moldova regulates private detectives under Law 283/2003, but detective work needs no licence: the detective files a notification with the Ministry of Internal Affairs and may ask for an official confirmation that they meet the legal conditions, which is issued within 10 working days. Only Moldovan citizens aged 21 or over may practise. They need a law degree or three years in a public defence, security or public order body, a clean criminal record, no narcology or psychiatric registration, and premises with safes for case files. Private guarding, by contrast, needs a Ministry authorisation, and foreign nationals and foreign agencies are barred from both activities.1
