Parliament approved bills on private detective activity at first reading in 2005, 2011, 2016 and 2021, but none has been enacted, so investigation work runs as an ordinary registered business. Licensed security activity under Law No. 4616-VI covers the protection of people and property, not investigation; privacy, personal data and criminal law limit what investigators may do.1
