Private investigator licensing in Russia

Yes. Private investigators need a licence in Russia.

Russia licenses private detectives federally under Law No. 2487-1, now titled 'On Private Detective Activity' after the 2024 reform split private security into a separate law. Licences are issued by Rosgvardia only to Russian citizens registered as individual entrepreneurs, aged at least 21, with legal education, three years in operational or investigative police units, or vocational training as a private detective; companies cannot hold the licence. A licence lasts five years and is valid across Russia; applicants need a medical certificate, fingerprint registration and a clean record.4
