Private investigator licensing in Rwanda
No. Rwanda has no specific private investigator licence.
Rwanda has no licence for private investigators. Law No. 16bis/2020 makes Rwanda National Police the sole body licensing private security services (Art. 5), but it defines those services as bodyguards, protecting property, security advice and training, keeping order at premises, installing security equipment and monitoring alarm signals (Art. 3), and its 2021 implementing Order adds nothing on investigation. Investigation is not a regulated activity under these texts. It runs as an ordinary registered business, subject to general law, including the 2021 personal data protection law.1
