No. Paraguay has no specific private investigator licence.
Paraguay has no law that licenses private investigators. Ley 5424 of 2015 licenses private security firms through the Policía Nacional's Órgano de Aplicación y Fiscalización de Empresas de Seguridad y Afines, but only for physical or logical security, electronic security and cash-in-transit, and new service types can only be added by law (Art. 15). A 2014 draft passed by the Chamber of Deputies had a section on licensed private detectives, but it is not in the law as enacted. Investigation is therefore done as an ordinary business, limited by privacy and criminal law.1
