Private investigator licensing in Cuba

Private investigation is restricted in Cuba.

Cuba has no private investigator profession. Under Decree-Law 70/2023, detective services are provided by the 'specialised security and protection service companies' with prior authorisation from the Ministry of the Interior's Protection body (Art. 17). Decree 111/2024 lists 'employing detectives to investigate administrative matters' as a service these companies may offer (Art. 37.1(e)), and allows the post of detective only 'exceptionally' in those companies (Art. 73.1(c)(iv)). Non-state actors may provide only security and protection services authorised under current rules (DL 70 Art. 16.1(g)), must register with MININT's Automated Habilitation Control System (Decree 111 Art. 69), and may not use weapons (DL 70 Art. 23). No route exists for independent or privately owned investigation. This is our reading of the texts: no article expressly bans private investigation.1
