Kazakhstan has no law licensing private detectives. The Law 'On Permits and Notifications' (No. 202-V, 2014), which lists licensed activities, does not include detective work, and the Law 'On Security Activity' (No. 85, 2000) covers guarding only. Government bills on private detective activity were withdrawn from parliament in 2017; a new deputies' bill that would make detective work a licensed business was taken into work by the Mazhilis in March 2026 but is not law. Investigation work therefore runs as an ordinary business, limited by privacy, personal data and criminal law.3
