No. Azerbaijan has no specific private investigator licence.
Azerbaijan has no law licensing or regulating private detectives. Detective activity was listed as a licensed activity in the 1990s (Law No. 18-IQ of 06.02.1996 and Decree No. 637 of 1997, since repealed), but the current Law 'On Licences and Permits' (No. 176-VQ, 2016), which alone decides which activities need a licence (Art. 4.1), licenses private security (Annex 2, item 1) and not detective work. No licence can therefore be obtained, and investigators are bound by privacy, personal data and criminal law; local lawyers argue the work is effectively unlawful, but no statute bans it outright.1
