Belarus has no law licensing or regulating private detectives. The Law 'On Licensing' (No. 213-З, 2022) sets out every licensed activity in its own chapters; security activity is licensed by the Ministry of Internal Affairs (Chapter 35, Arts 247-249), but there is no chapter for detective or investigation work. Investigation therefore has no licence route and runs as an ordinary business, tightly limited by privacy, personal data and criminal law.2
