Private investigator licensing in Kosovo
No. Kosovo has no specific private investigator licence.
Kosovo has no law licensing private detectives or investigation agencies. The Law on Private Security Services No. 08/L-274 (2024) licenses only security companies that protect people and property, and lists six service types: basic guarding, close protection, cash-in-transit, electronic surveillance of property, event security and critical infrastructure security (Art. 6). Investigation is not one of them, so it is not licensed under this law; privacy, personal data and criminal law still apply.1
