Private investigator licensing in Turkey

No. Turkey has no specific private investigator licence.

Turkey has no law licensing private detectives. A Private Detectives Law (No. 3963) was passed in January 1994 but sent back by the President, and it was still listed as a returned law awaiting reconsideration in parliament's papers in 2007 and 2015. The private security law (No. 5188 of 2004) licenses guarding companies through the Ministry of the Interior, and their field of activity must be solely protection and security (Art. 5), so it does not cover investigation. Recording a private conversation without consent is a crime, even for a party to it (Penal Code Art. 133).1
