Private investigator licensing in Tonga

No. Tonga has no specific private investigator licence.

Tonga used to have a private investigator's licence: section 22 of the Licences Act (Cap. 47), inserted by Act 6 of 1977, let licensees carry on the business of private investigation, gave them no powers of interview, entry, search or arrest, and required applicants to satisfy the Minister of Police of their good character. The Business Licences Act 2002 repealed the whole Licences Act (s. 24), so that licence no longer exists, although PacLII's 1988-edition consolidation still shows it. The Private Security Services Act 2010 requires a licence from the Private Security Services Licensing Authority (chaired by Tonga Police) only for security guards, bodyguards and crowd controllers (ss. 2, 9, 21), and does not mention investigation. Investigation now runs as an ordinary business under a general business licence.1
